Applicants can apply to any of the following eight UGC-funded institutions under the HKPFS:

Each university has its own internal deadlines and selection criteria. Applicants must apply both to the HKPFS system and directly to their chosen universities.

Fellowship Coverage and Benefits

The HKPFS is a fully funded PhD scholarship, covering nearly all academic and research-related expenses:

Financial Benefits:

• Annual Stipend:
  HK$325,200 (Approx. US$41,690) per year
  → Covers tuition, living costs, and other personal expenses.

• Research and Conference Travel Allowance:
  HK$13,600 (Approx. US$1,740) per year
  → Supports international/domestic academic conferences, research trips, or fieldwork.

• Duration:
  3 years of full support. If a PhD takes more than 3 years, individual universities may offer additional funding.

Additional Notes:

• RGC does not charge any application fee for HKPFS.

• Universities may charge application or processing fees—check with your target university.

Eligibility Criteria

To be eligible for the Hong Kong PhD Fellowship Scheme 2025, applicants must fulfill the following requirements:

General Eligibility:

• Open to all nationalities — there are no country restrictions.

• Must be applying as a new full-time PhD student at one of the 8 participating universities.

• Applicants with Master’s or Bachelor’s degrees can apply, depending on the university's PhD entry requirement.

Academic & Personal Requirements:

• Outstanding academic performance (First class / distinction recommended)

• Proven research ability or potential

• Strong communication and interpersonal skills

• Demonstrated leadership potential

• English language proficiency (TOEFL/IELTS may be required depending on university/program)

How to Apply for HKPFS 2025?

The application process consists of two main steps:

Step 1: Submit Initial Application to HKPFS (RGC)

• Submit your initial application between September 1 and December 1, 2025 (12:00 noon HKT).

Step 2: Apply to Your Chosen Universities

• After obtaining the HKPFS Reference Number, apply directly to the PhD program at your chosen university/universities.

• Mention the HKPFS Reference Number in your university application.

• Follow university-specific procedures, documentation requirements, and deadlines.
