Eligibility Criteria
To be eligible for the Hong Kong PhD Fellowship Scheme 2025, applicants must fulfill the following requirements:
General Eligibility:
Open to all nationalities — there are no country restrictions.
Must be applying as a new full-time PhD student at one of the 8 participating universities.
Applicants with Master’s or Bachelor’s degrees can apply, depending on the university's PhD entry requirement.

How to Apply for HKPFS 2025?
The application process consists of two main steps:
